Buddy of mine wants to buy a baby black aro. They have a few at the lfs still with yolk for $20. Is it hard to care for them at this stage?

I don't know about the black aros but compared to the silver ones they are less hardy. When I had the babies (silver aros) with yolk they weren't much of a problem because I kept them by themselves with a low water level and gentle areation and plenty of space! Shouldn't be that much more difficult if you use the same principles of growing out of that first stage.

Well he is going to put it in his growout tank in a floating breeder net to keep the other fish away from him

Growing out a baby arowana in a floating breeder net = death. If ya can't dedicate a tank for the arowana, best to move on to another fish.

Most likely those are not baby black aros, judging by price. Many times baby silvers are labeled as blacks. At that size they kinda look similar and the naive are easily duped.

its only till the yolk sac is gone.

a baby aro is just as fragile without the yolk sack. Best to keep them isolated until at least 5-6".
