Quick Q on water changes

I was wondering if after removing 50% of dirty water, can I add all the
dechlorinator required and then add water straight from the tap?

I do it all the time.. I may even put the chemicals in and let set for 15min, then add fresh water also..

Yes, that is one of the purpose of using the chemicals.
