I've done my research but I have one question that remains unanswered. So... I'm going to do the cheap starter fish (neon tetra)... but do I need to put in a chemical to take out the chlorine? I don't want to mess up the cycling process. I know if you leave water out for 24 hours the chlorine evaporates but what if the water is constantly moving and being filtered?

I would dose it with chlorine remover just because it is so cheap. Chlorine will kill beneficial bacteria.
Of course, you only have to do this when you add new water.

water conditioner wont do squat to bacteria or the cycling prccess

if you have chorimine in the tap water you wont have much of a choice but to use water conditioner to get rid of it, as aerating/ letting the water sit wont remove chloromine.

and chlorine dissapates, its doesnt evaporate, but i know what you mean. mixed up words :)

Have you verified that they are using chlorine in your water system? If you contact your utilities make sure you get the name of the person telling you this. Had one bad instance when they told me wrong or that person just wanted to be mean or kill the fish.

Definitly use a conditioner that removes chlorine and chloamine if your on a public water supply.Even if theyre using chlorine today theyre not going to call you if they switch.

Btw neons are too delicate to cycle tanks with, try zebra danios or convict cichlids

Amen...

Thank you :) Most of my water conditioners have extra crap in them to get rid of other stuff and adjust the pH. I don't want to use one of those do I? I can probably track down just regular old de-chlor somewhere.
