So inside my tank I have very little surface agitation, there is some created by the current in the tank. My question is will all the water falling into the sump from the trickle filter create enough dissolved oxygen to keep the fish alive. [/FONT]

short answer:

Oxygen uptake by the water is occurring wherever the water is in direct contact with the surrounding air. The trick is to continually keep mixing the surface water with water deeper in the tank. The scenario you depicted is certainly increasing the dissolved O2 in the aquarium. Since the sump water is simply an extension of the aquarium water, you could, theoretically, agitate and mix only within the sump and have a fully oxygenated aquarium. Whether or not your system is sufficient remains to be seen.

I think the pump and airstone are irrelevant.
 
You should be just fine unless you are WAY over stocked or WAY under filtered (not enough O2 rich water coming into tank)
