quick resealing question

when resealing a tank is it ok to move the tank around like laying it on its sides for easier access, and just scarping doesnt seem to be getting the last bit of residue off the glass what can i use to remove this. also at the top rim under the lip were it meets the glass im galging up the rim trying to get this last bit off how important is this at the top and finaly how long does the silicone need to cure befor you can fill the tank to leak test. thankyou so much sorry for the rant and all the questions
 
It's fine to lay the tank on it's side. Are you using one of those razors with the flat, horizontal blade? Make sure the blade is sharp, you should be able to get almost all the silicone residue off with a bit of force. Apparently acetone works well to clean the seams though, you could try that.
