As far as i know they're not illegal anywhere
 
I may be in UK but in CA there are lots of illegal fish, to find out visit a fish and game office if you have one, htey should have a list there, or just google up a list, I wouldnt be suprised if gups were legal:P
We dont have all these tight laws cause if someone releases a fish in our waters it wuld die of shock almost instantley. And we have all the coldwater fish in our water to begin with.
 
yeah unfortunatly you have some nasty little crayfish/crab critters that seem obsessed with diggin up all the water ways in england...and here in michigan we have zebra mussels...i wish those little bastards would die of shock.

as to the question i would think not but hawaii and cali have some wierd laws.

If the gulper catfish you're referring to is Asterophysus batrachus, they're legal in CA and, I'm pretty certain, everywhere else. I guess they figure if you're willing to shell out an average $500 for this small catfish (plus shipping) the liklihood of you releasing it instead of selling it to the highest bidder is slim to none.
