Lets start with the name.They are Raphs(as in Raphiodon Vulpinus)not Ralphs unless the fish you are interested in belong to someone named Ralph.
They can live in a 60 for some time but will need a bigger tank,probably won't go after a fish half their size but the fish can't be something that could bully the raphiodon because they stress easily.You may be able to train it to take freeze dried eventually although mine never took to them.
