What are you measuring, isn't hydromter in Specific Gravity not ppm?

Hydrometers often show both specific gravity and ppt (parts per thousand).
Look at a plastic instant ocean hydrometer, it will say "ppt salinity" on the opposite side of the specific gravity.

Parts per million I have no idea about...

I think OP is confused about several aspects of his question :confused:
Or maybe I'm not understanding something.
