yes, i think it is Sternarchrhynchus curviorstris.
he comes from the amazon and i believe he gets about 40 inches

as far as care, it looks like it's requirements are similar to those of an electic eel. (i couldn't find much info, so i don't know)

FishBase says 40 centimeters (15 in),and everywhere else doesn't mention anything over twenty.

Anyway, here's a German website, translated using Google, that provides some care statistics.
