rays always hanging around overflow box?

are all rays like this? most if not all my rays always tend to stick around the overflow box on one side of the tank, leaving the other side of the tank untouched. would it be possible that the return flow is too strong and pushing them towards the overflow?

My guy tends to hangout on the side of the tank the powerhead sits on. He likes to take turns surfing in it and then ducking under the current and resting.
