yes, you can. if it's been out of the water flow for a while you'll have lots of dead bacteria which would cause ammonia problems until the new bacteria colonize it. I would treat it as a new setup. cycle and watch your ammonia levels.
the most I would do is rinse it. matrix has low flow inside and if you used bleach you could end up with pockets that don't get rinsed out or dechlorinated.

Is ur matrix dry? I thought matrix lasts until it starts looking broken down. I've had matrix for years and I've been using the same one. I just rinse it when it gets dirty.
