Well it depends on what you think cheap is and what you're calling a powerhead. If you just mainly want circulation you can get a Hydor koralia 550 for 30 dollars on ebay.
Powerhead filter combo - i'd go with an aquaclear with the internal canister attachment. Then there's the Fluval U series, but they are above the price you mentioned - come to think of it, so is the Aquaclear, I think..

You can spray paint the red lid black using Krylon Fusion paint from Home Depot or JoAnn Fabric or Wally World. Looks better, that's what I did with mine lol. They work, I swear!!!
