What are some low light, easy to care for plants that would do well in a 29g. tall and could also live in high-light conditions?
 
Bamboo, depending on the accessibility from the top, although sort of dull to look at within the tank, looking at the tank as a whole makes it really nice
 
I am looking for fully aquatic plants.

Vals, sags, echinodorus, rotala, bacopa, hornwort... etc. What are you wanting in a plant?
 
Just want somthing pretty that will do well in highly variable conditions.( high light, low light, nutrients, no nutrients, etc.)

The plants listed will do well in all of your requirements, except no nutrients. No plant can live without nutrients. It would be like an animal living without food.
 
I should have said that a different way, I meant with out fertilizers and limited nutrients at times. (Meaning it can't be finiky)
