I am trying to plant a tank that is 36" tall, and I do not fully grasp the concept of lumens per gallon/height..etc. It all seems a bit overly complex. If I want to purchase 2 bulbs..each 24" long for planting my tank- what shoud I look for? I am trying to grow standard anarachis, hornwort, and some grasses that I haven't fully dived into yet. help me please?

If you are talking normal fluorescent fixtures, they will not be able to penetrate that much water depth. HO T5 bulbs can handle that depth, especially with low light plants, but you need a different fixture.

How tall of a tank would flourescent lights work with? I am contemplating a simiar set up. a 75g tall, with twin flourescent bulbs.

Okay, HO T5, what kind of different fixture will I need? Right now to light the tank (which isnt planted) I have 2 standard petsmart aqueon 24" florescent light fixtures. I'm new to planting so bear with me =/

Yeah i googled HO T5...lol looks like a planted aquascape is out of my budget for awhile. that and a hanging fixture like those would take some time to set up! whew. ill stick to my fake plants i guess.
 
If you dont want to have to does Co2 I would suggest maybe 2 T5No units. One to cover the front and one to cover the back. With a 75 the width of 18" 1 light strip doesnt seem to be enough (i have a 75) so I use dual T5's = 4 bulbs but I am using pressurized co2. I would recommend either 2 single(T5NO) strip lights (front and back) or dual (T5NO) strip lights (front and back)

Not all HO T5 fixtures have to hang.
