Recycle Bin Is Filled, but Nothing's In There

my computer is really screwing up.

the recycle bin is filled, but when I open it, there's nothing.

when I went to clear it, the window which prompts me to confirm sayds, "Do you really want to delete 'WINDOWS'....

WTF???

I'd reboot your computer first and then see what it looks like.
