What causes the growth of red algae? I have some that started growing in my SA/CA tank. Is it harmful to the fish, or the water?

I have a dark green algae, but once I put it in a container with an unknown powder in it, it turned bright red. I posted pics of it somewhere but I forget were.
Beard/Brush algae will turn red when it's dieing, I didn't notice I had such a bad algae problem (I was aware of it) until I started dosing Flourish Excel and it all turned red on me. That was 4 days ago, it's definitely disappearing now.
It seems to be brown algae. I had a 20 wat 4" bulb on my 120. and just switched it over to 96 watt that a had. I will be cleaning rocks, Siphong sand and scraping glass after breakfast. Is there anything else I can do to get rid of this stuff and keep it away?
