Red Bay Snook

I have a red bay snook that keeps burrowing a nest into the sand. My first assumption is that he wants to breed. I have another RBS but I believe he is a male as well. My question to you all is what should I do? Will he keep creating a nest until he breeds or will he get the hint? Thanks in advance.

I think he is just digging for fun. cichlids often do that. He is most likely NOT trying to breed.
