Red/blue lights kelvin and wattage

If I were to follow the 2 watt per gallon fluorescent 6500 kelvin rule, which I understand is outdated but worked. How would that change when switching to led lights. I think from what I understand it's 0.8 watts to reach the same equivalent granted it's the same kelvin temperature, (i will round up) if I'm wrong steer me in the right direction please.
However since that kelvin temperature includes all color spectrums and plants don't really use the blue or yellow wouldn't that mean some of that power is wasted? Which brings me to my final question. The blue/red led lights (purplish pink looking) would i use even less power or does it remain the same as any other led?
Ps. My tank is a 45 gallon hexagon 22 inches tall
 
If you use daylight LEDs either 5500k or 6500k you end up with a very good red to blue spectrum ratio for plants.
 
Still gonna want a lot of "white" light with the red and blue otherwise it can be hard/unnatural to look at.
