Keep parameters and temp correct, add substrate, lots of plants and driftwood fir them to climb on and add some java Moss for the babies to hide in...

Naturally keep them fed and you should see babies in no time...

Oh, and cover any filter intakes so you dont suck the babies up...

All i do is feed them and change water once a month and they breed like crazy. Keep in mind though my tank is overfiltered and planted
 
My tanks isnt heated and stays around 74-76. Rcs are alot more forgiving than other shrimp
 
Id make sure to put some type of prefilter over the intake so babies dont get sucked up
