Red colouring around woodcatfish's fins

At least that's what I think it's called, anyway there're bright red patches surrounding it's body areas where the fins emerge, here are a few pictures

Need some help on treating this

I don't keep a record of pH temperature etc here , but it must be due to the poor water quality, I couldn't do a water change for a long time due to work. But will the issue be solved with just that?

I'm not absolutely certain, as I haven't encountered septicemia in any auchenipterid (haven't heard of it occurring, either) but usually it'll clear up with frequent water changes in most other fishes.
