Red cyanobacteria in freshwater

Just got brown algae under control and now...

Nitrites 0
Nitrates 5 ppm
Temp 83 F

I know I have silicates and phosphates in my water and I also have poor water circulation because my tank is very tall and the intake from the sump is pointed upwards to create surface movement. Basically the only thing moving the water in the bottom of the tank is the two airstones on the back. You can see how bad the circulation is by taking a look at the two little orange poo sitting there in the second picture (the color is caused by NLS pellets).

Can cyanobacteria be solely caused by excess phosphates and lack of water circulation [dead spots]? I ordered Seachem PhosGuard and 2 Hydor Koralia Evolution 1400 powerheads that will arrive tomorrow morning and I'm hoping that will resolve this before it gets ugly.

PS: the cyano is growing only on two pieces of driftwood.
