Red Cyst /growth at base of Severum Pectoral Fins (BOTH SIDES)

While doing my weekly water change I discovered one of my red Severum had pea sized cysts or growths at the base of BOTH pectoral fins. I have searched google for hours now trying to find out how to treat this or what it even is. The Severum acts normal, he isn't breathing heavy or quickly. Its eating like normal etc. The other severums in the tank show no signs of illness.
The water parameters are solid. pH 7.8, ammonia 0, Nitrite 0, Nitrate 10. Water temp is 78 degrees. The tank has been set up and running for roughly 5 months. Do I need to quarantine him? What do I medicate him with? Any help would be appreciated.

It looks like Lymphocystis to me. No need to panic, lt's a viral infection. Not fatal, just ugly. There is no treatment other than improving the enviromental conditions and good nutrition. The fish's immune system might suppress the virus over time. Some say Lymphocystis is highly contagious, others say its not. IMO, it isn't very contagious.
