red devils growth stunt?

hi my friend has a red devil that ben kept in a realy smal tank 2'L -1w 1.5 the cichlid is around 9 '' and it has been there for around 1 year would the fish growth be stunted ?

i was thinking of keeping him in my 6'' tank

9 inches for a female red devil doesn't sound stunted, if it is in fact a female. I was totally confused by the feet' and inches" as well.

9" for a male wouldn't neccesaarily equate to being stunted, either. Diet, water quality, and genetics all play a major role in the growth rate of a fish.
