You can keep the RES in the 20g tank until its 2 inches long. Its shedding its scutes, yes this is normal, its the turltes equivalent of a snake shedding its skin. Make sure you are feeding it a good diet and supplying it with the appropriate lighting.
 
Give your turtle %50 of its diet turlte food and the other %50 should be natural things it finds in the wild. Such as: Crayfish, minnows, bugs, worms, crustaeseans. Your water should not be to high, but it depends on the size of your turtle. You should tell us that. Since its a 20 long, you can keep it in their until its 3 inches long. These turtles can get 8-12 inches long so be prepaired to provided it a pond once adult. THis animal needs a haul out area(dry "land") you can use a brick and their are products on the market for that aswell. Above the land area, a Mercury Vapor bulb MUST be provided. THis is pretty much it. Please ask questions if you have any.
 
hes about 3in! he has a pretty big land area! 12in long by maybe 10in! i DIM'd(did it myself!:D ) under neath is a a pump shooting water through some filter media!

just added this new land yesterday! it works very nice and i made it easy to clean!

i tried giving him a fish a lil bit ago and now it is just his budddy! at 3-4in!
 
i had s in a 30 gallon and it was way too small at 6 months. i got a 55 and that seemed smal after awhile now they are out in the pond
 
What king of fish are you feeding it? Yuo should never feed it gold fish. (commonly named "feeder fish"). These are bad for your turtle. I suggest making the land area smaller so that it has more swimming room. You also need a larger tank or pond.
