Red Growth on Fin

My managuense has a red growth on his fin. It has been very similar for awhile. I've had some trouble in the past getting diseases right and it seems to me that trying a bunch of different meds ends up being worse. Currently it's probably been there for about 3 months with not real changes for the better or worse. Still swims around normal and still eats fine.

1. 75 gallons
2. API test kit, Ammonia 0; Nitrite 0; Nitrate <5; PH 6.8
3. Freshwater
4. Aquarium has been set up for 4 years.
5. Just 1 managuense in the tank.
6. Only fish so no quaranteen and no fish have ever been added to this tank.
7. 80 degreed fahrenheit
8, No live plants
9. Aquaclear 70 and several bubblers.
10. No other equipment used.
11. No natural sunlight to tank.
12. Water changes every 3-4 weeks. Usually around 15 gallons.
13. Feeding schedule is every other day with massivore pellets and frozen krill. Alternating between the two.
14. No unusal signs in the fishes behavior, just a red growth on fin.

It looks viral to me butI can't be sure of that. If you are comfortable with taking the fish out of the tank. Hold it in a wet towel and treat with Peroxide and Iodine directly to the area. If that has no effect you can be pretty shure it's viral and might have to be surgicly removed to get rid of it. Otherwise if it not effecting his behavior leave it alone.
 
Thanks Aquanero. Any tips on what the best method is to surgically remove it? And should i add anything to to tank afterwards to ensure that no secondary infections occur?

Also, any one else have any thoughts on what this is?
 
Here are some more updated photos. It appears to be getting slightly worse. Any one else have any ideas?
