i just got a new tank and needed a heater so i got the cheaper one, the cascade heater. so i set it up and in the dark you can see the coils in the heater glowing red hot and i was wondering if its normal and overall safe

yep thats the heating element you see.

As with any new heater just watch your temps close for a few days and make sure it holds the right temp.

If the coils turn red, it means your fish are being exposed to INFRARED RADIATION!

I hear if you get one of the rare "Red Coil Reactors" your fish will change color and start growing faster than you can feed them.

No problem - some designs do this.
