Do not feed this fish anything else until this problem is resolved. The way I see it there are one of two possibilities here. The first and most likly is a blockage and the second is an internial infection. The first corse of treatment I would suggest is to add 1 tablespoon of epsom salt per 5 gallons of water. You can do this in either a hospital tank or the main tank if you have no other option. If in 24 hours you see no imporvement then move the fish into a seperate container/bucket etc. and add 1 Tbsp per gallon of Epsom Salt. Place the fish in the Epsom Salt bath for 15-20 minutes. An Epsom Salt bath can be repeated up to two times a day. Just be aware that an Epsom salts bath is stressful to the fish so the fish must be monitored closely while it's in the soultion.
If all else fails you may have to physicly add some very light pressure to the abdomin and try to dislodge the blockage or check to see if a solid plug has formed that will need to be moved. I caution you that too much pressure could prolapes the rectum so do not attempt this until the first to options mentioned above have been tried. If this does become necessary please post before attempting. I would aslo like to address the feeding (what, when and how much).
