You'd want a hydrloycus scomberoides. Max out at about 8-10" and grow at a decent clip. Its the smallest of the hydrolycus genus (smallest of the Payaras)

I have a red tail vampire tetra/scom. I feed it krill and its grown aboit 3 inches in 6 months.
