Redid my sump and "overflow"

I got woken up yesterday morning at 5:00am to a flooding tank. For some reason my overflow stopped flowing. I got it to start again and and a couple of hours later it stopped again. Every time I'd go to suck the air out there wasn't any. I have no idea why it kept stopping. I was also using a 35 gallon bin as a sump. It would not fit very well in my stand so I've been waiting to change it. I ended up buying an overflow and made a new sump. I'll attach a few pictures. Right now you'll see a a drain towards the top left of the sump. I'm planning on having that drain into a bin where I will relocate my condenser pump for my automatic drip system.

The pump is a quiet one 3000. The problem I am noticing is the overflow can't handle the drip system. It's tank forever for the sump to reach the desired height for the waste water and the tank level is getting way to high.
 
It wasn't a problem with my 1" pvc overflow that I previously had. The new is a 1" too, so I don't know. I'm only dripping ~1.5" and hour.
