redtail cat labored breathing

for 3 weeks my redtail cat has been breathing extreemly hard. he also did this about 4 months ago (without eating) for 2 weeks, then stopped and went back to normal. this time i got him to eat a little last week... his stomach looks full all the time even though his not eating. he's fully alert. he moves around.
i've had him for 18months he's about 2ft long...
i also got a tiger shovel nose, 2ft.
pacu 18"
2 brown bullhead cats about 8"...
which are not breathing hard at all, in fact you can't even see their gills move...
can someone help?
 
water parameters? what size tank/pond? temp? water movement?

what's your filtration? might want to start by adding a airstone.
 
the bigger the fish gets, the more oxygen they'll get out of the water so agree with airstone also.
 
Test nitrites and nitrates. What kit are you using?
