Is it possible to use reef LED's for planted tank?

It all depends on the spectrum(s) of the lights.

60 watts
30 x Epileds 1W High Output white leds at 10,000K - 12,000K
15 x Epileds 1W High Output royal blue leds at 450nm - 460nm
15 x Epileds 1W High Output blue leds at 460nm - 470nm

your tank would look blueish unless u swap out some of the royal bluess

You would want a LED fixture thats for hydroponics. It has reds in it aswell.
