refugium problem

ok, my fuge has little water flow, wich is great, except that the water on the surface does not move at all. it looks like its stagnant, but there is flow in the fuge.should i put in a very small power hear just to disturb the water a bit?? a spray bar or anything of the like is out of the question, it is under my tank, and connected by the overflow, and pumps back into the tank. there is no algae yet, should i wait to put that in?? will it make a difference. also, there are no baffles in the fuge, the way it is set up, i get maximum water in the fuge, and NO micro bubbles.
 
You would be suprised at how much water movement you actually have in your refugium even on the surface. I have several species of Caulerpa, Hair algae and Halimeda in my refugium and am constantly looking for differt species to add. I started putting my plants in my refugium when I set it up.
