Removing some hard water stains from inside the tank

I took a razor to my glass hoods the other day and removed pretty much 95% of the hard water buildup. It's like I bought new glass hoods; I love it. One problem remains in one of my tanks, and that is some hard water buildup in the corner.

The area where it is stained is submerged in water, so I was asking if its safe to take the razor to the area just as I did with the glass? Is it okay for what is scraped off to be circulating in the tank until it's picked up by the filter or am I stuck with having to break down the tank to remove it?
 
If it is a glass tank, a new razor blade works well. The deposits will just float around until picked up by the filter.
