If the seal in a tank has a leak, do you have to take all the silicone off and put new silicone on or can you just put silicone over the leaky part?
 
you will need to remove all the internal silicone and clean very well new silicone wont stick to old silicone use a sharp razor blade and some acetone and take your time itl look good
 
If the silicone is not gummy on the surface or is not blue from medications, you can patch it with new silicone. Clean the old silicone with alcohol prior to patching it.

Contrary to popular belief, new silicone will stick to old silicone if it is in good shape.
 
i just finsh doing repairs on my tank what u need to do is you need to do the whole bottom all the way to the top so your tank needs to be completly empty buy a tuper were from wallmart to put your fish in and throw in airstones and there heater and dont go cheap on glue and wait 48 hours before adding water
