Restricted fish keeping

As a fish dealer I suppose it is simple to me but why could the people in California, or anywhere for that matter, not have some fish like Stingrays if they only purchase a $40 a year license to sell them? I live in Florida and have a special permit with the Fish and Game to sell Rays but yet the buyers can not be in Florida unless they have a permit. If you are spending $500 for a Ray then $40 a year to keep it is nothing. The fish and game government is all about the money and regulations to get it.

ALOT of the banned fish pose no real threat anyway. (at least in CA)

What is illegal, will remain illegal unless the legislations change. Even if you have a license, that doesn't entitle you to every fish that is banned in your state.
