A lot depends on the fish you keep, as to the way you return water flow.
If your fish are rheophillic (come from highly oxygenated water (riffles and flowing riverine current)
you may want water returned above the surface to create lots of agitation, and extra oxygenation.
Fish like Geophagus, Tomocichla, certain tetras, barbs like Denisons.
Because I keep riverine species that come from water like the river below.

I use the DIY manifold contraption below to recreate that action across the width and one way down the length of the tank
But if you keep species from oxbows or less agitated water sources, those species that may require less oxygination
such as Severums, Anabantoids, (like Bettas, or gouramis) or discus.
You may want to return water below the surface causing less surface agitation, slower flow., or use
Spray bars that act like a gentle rain shower, or the duck bills you mention, placed strategically below the surface, aimed to reduce current.

To be most successful, providing natural conditions for some species available can be important, and as you can see one size does not often fit all.
The type water flow a Betta prefers is not the same as the flow for a Denison barb.
