Is your tank drilled, or are you using an overflow? I have a Mag 18 (1800gph) on my 240 and it works great with my overflow box. If you're using an overflow try to get a pump to match its flow.
 
You should be more than good. With headloss you'll be closer to 1000-1200 gph which would be aroun 10x turnover. A little on the high side, but your Oscar will appreciate the extra filtration as long as the flow isn't too strong in the tank
 
It is too fast. A 300 to 500 gph pump should be more than enough. You have to look at the sump size if you are to use it in a wet /dry system. You have make sure when you turn your pump off that the water do not over fill the sump. If it does, you have to use a smaller pump or put a valve on the hose to dial it down (just in case the power goes out). Good Luck.
 
^^ 300-500 gallon pump is not close to enough. After headloss you're looking at about 200-300gph That's not nearly enough for most species, much less Oscars.

And you size your drain/s to match your pump, not the size of the sump. As long as your drain can handle your pump it doesn't matter what size your sump is. Siphon breaks and or check valves prevent flooding.

A simple ball valve can be placed on the output side of many pumps to throttle flow. Personally I run mine wide open and throttle my drains accordingly.
