Ropefish in a 40

I might be getting a 40 gal bowfront if thr lady on craiglist doesnt flake like everyone else does. My question: could a ropefish comfortably live in a 40 gal? Just one. He would be surrounded by smaller fish and driftwood. Also could I plant the tank? I wont if hes just going to tear it up.

Congo tetras should be fine. I have a small school of Congo tetras in with my ropefish and they don't even seem to notice each other
