I would've put this in fishing but it seems that in the busness this is just called a Round Stingray! They get REALLY big. I've seen them on youtube and now this google pic. What is the species? It's a Pacific Species that is, according to Youtube Description, on live Mackerel. Looks loke a Roughtail in size, but is rounder, darker, lives in california, has bigger anal fins and a paddle tail. So, I ask,
WHAT THE HECK IS IT? Scientific name? Common name?

With that rounded rostrum, it almost looks like a Pelagic stingray. Pteroplatytrygon violacea - sometimes called Dasyatis violacea as well.

The common name "Round ray" (halleri) is usually refering to a smaller yellowish/brown species that is very well suited for home aquaria.
 
Pelagic Stingray crossed my mind, it would make more sense why a Stingray would be eating Mackerel in midwater, but the Pelagic, according to Peterson Field Guide, only gets like 4ft by 3ft. This one is small. If you youtube Round Stingray Catch and Release, the thing is like 5 feet wide and much longer. These fish also have a thicker tail.

This is a Pelagic Stingray. Compare the anal fins/tail with our Ray.

The fish detective (Me) just dug up ANOTHER big fish labeled "Round Stingray." It's a whole other species! This is getting confusing! This next one might be a Pelagic Stingray. But compare the Pelagic far above to the big Round Stingray's color!
