For a short time yes but the red terror would eventually start beating on the gt assuming they start at the same size. Is this a grow out tank?

Yes it is. The red terror is 2 inches and the green terror would be around 3.

With dithers, lots of hiding places and you being watchful it would work until they got on the larger side

I'd personally do something expendable and cheap such as larger tetras, giant danio, or some sort of barb

No I don't think you'll have much sucess with this combo in a 60 gallon tank. One GT in a sixty is too small for my liking let alone the two of those.
