RTC+3300gal pond+Georgia winters?

Hey all! someone i know is wanting to build a pond, and has asked me for some help on it.

The pond will be about 15'x14'x3' deep, and if my mental math is right, thats somewhere between 3200 and 3500 gallons, right? But i suppose it's nothing really different than what ive seen here, just a big pond with a waterfall... and a monster catfish.

Would a RTC be able to survive a winter down in north georgia? the smaller ponds might kinda freeze over at the top, but never all the way. And if thats too cold, what kind of heating would i look into?

I lived in GA for a while and winters get cold. RTC are from SA and are used to warm waters. It would be fine in the warmer months cause its hot as hell but he would def need some form of efficient heating for the colder months.
 
Closer to 4800 gals. and a heater will def. be needed in winter. A cover will help retain heat, a green house could do the same, but a heater is still needed.
