52 x 26 x 24: would be OK for one years comfortably. Second year will start to be less comfie for the cat. I think the pond would sit better for the kittie in the long run due to its radius. The pond should be ok for longer

how big is the RTC now? if you get the cat when it is only 2 to 5 inches, you'll be good for a year.
 
Aside from starving something, which is cruel there isn't much you can do to change genetics. So the answer is no, you can't feed it magic pellets that will stop it from getting big.

Stick with a smaller species if you don't want to have to upgrade in the next year or so.

i was thinking that if you feed your rtc less fatty foods it might slow the grow rate that all
