Agree on the ID. The snout deformity is common and is a result of either
-- a genetic defect
and/or
-- stunting when it was small.
Yeah, these fish are sold-to-almost-never-see-adulthood. Sadly, 100,000 to one, it will not reach 3', most likely because it will die far sooner or because it will be kept in a tank too small for life. Just like 99.99% of RTCs and TSNs sold in the trade.
Just like my teacher used to say: "Do you know the average age of koi?" And I'd reply: "Well, about 50 years?" And he'd say: "Nope. 15 days is the average life span of koi sold in the USA."
