I would say so. Ive been using them for eeeeeeever. No issues. I usually have one that has fallen in from pulling a fish bag open and it drops in. And im always to lazy to get it out. Although i had a sleeper goby eat one and poop it out o.O but as far as toxicity i dont think theres an issue.

Be careful with stupid fish that might eat them. Remove them quickly if you have eat first ask questions later type of fish. As for the colored ones thats a whole different ball game, i dunno :(

They're not really toxic - although there is the fish eating them issue that's been mentioned. The other problem though is that the rubber is going to degrade fairly quickly if it's left immersed so your plants will all come loose in a short time. If you want to use something long-lasting you could use small cable ties. I've used this method to secure bunches of Java Ferns to driftwood without any problems.

If the plants are fragile though the cable tie will cut through the stems unless you put some thin foam between the stems and the cable tie. Just trim off any excess foam and you'll barely even see it.
