I just picked up 4 used fish tanks, 20 gallon longs. One of them has rust on the bottem. I'm planning on painting the bottoms black. It'd be nice to have a fast answer, as I'm working on the tanks now. So my 3 questions are:

1) Is the rust harmful?

2) If not, is it okay just to paint over it?

3) If it is harmful, how can I get rid of it ?

I assume it is rust stains on the inside of the tank? Not harmful.

2) If not, is it okay just to paint over it?
Why would you paint the inside of the tank? Paint the outside of the bottom...

3) If it is harmful, how can I get rid of it ?
See #1.... but if you must remove it, try some hydrochloric acid (dilute it - maybe 10%) on the spots, then rinse well.
