Do you have photos of the affected areas? What are your water parameters? What is the temperature of the tank right now? What do you usually feed your fish? What other fish do you have? Is there aggression involved?

I think you are battling ich here. Salt baths are actually pointless in this case. You have to treat all your fish that have been in contact with your sick fish. Ich will not always appear on everyone especially to those who have strong immune system. Ich look for hosts that are already weakened under stress. The questions I gave you will help us eliminate stress-related factors as much as possible.

The temperature needs to be increased at 86 degrees Fahrenheit, the highest that a lot of fish can tolerate. Treat them with table salt by a tablespoon per 5g. Get a cup of tank water and mix the salt in there. Stir the salt thoroughly until it dissolves completely. Add the salt solution to the tank gradually to avoid osmotic shock. Remember that salt does not evaporate and can be removed only by water changes so when you do water changes every 2-3 days to maintain consistently clean water quality, replace the amount of salt lost by the recommended dosage per water volume that you just removed. Continue treatment for a week after ich has seemingly disappeared.

How long has the fish been suffering from mouth rot? This may either be bacterial or fungal infection so a photo is necessary to help us determine the exact problem there and why it comes and goes as you say.
