if i have a bought a tank that was used as a saltwater tank, would i be able to use it with all of the stuff they use for a saltwater tank and turn it into a freshwater tank?

Yes, you can turn it into a FW. Give it a thorough washing and use vinegar to remove the coralline algae and calcium deposits.
