Saltwater 20 gallon

I need to know the basics of making a saltwater 20 gallon long fish tank. Only going to have the basic beginner fish as I am an experienced freshwater keeper, but new to salt.
So far this is what I know I need/want:

1. Hydrometer
2. Test Kits
3. Live rock
4. Marine Salt
5. Filtration system

I dont know how the filtration works for saltwater, if someone could help me out and explain, ive tried researching but its so confusing. I just need some straight clear to the point answers.

you'll need a good protein skimmer, thermometer, powerhead's, a nice light fixture, glass top for the aquarium. And, most important $15.00 you'll spend.

this can be true but only for several reason's one you don't have coral's in the tank, two you don't overstock and routinely change like 10% water every week and not overfeed. I still recommend a Protein Skimmer but I have used small tank's with no skimmer for year's with no problem but they never had fish and only 1 coral in the tank's and were cleaned weekly.
