3 weeks in and the diatoms are starting to explode. How long does this phase usually last?

I'm surprised you don't have diatoms on your sand. That's usually the first place they grow. The diatom phase can last a while. Usually a few weeks but it can take longer depending on the amount of silicates that are in your tank.

There were diatoms on the sand. I added a diamond goby a week ago and he keeps the sand bed turned over really well.

That's not even that bad. My tank is 6 years old and I got a random diatom bloom a couple weeks ago. I'm thinking the new rock didn't help, but there could be various causes.
Keep up on your water changes and I recommend an algae blenny. Mine does work!

That's only a fraction as bad as mine was, even a week after adding a larger than needed CUC my tank still isn't that clean.
