My question is if the tank was previously used for saltwater but taken down and havent been used for a while...how long should the system be cycled before i can add fish into it?

You gotta put some kind of fish in there to get it to cycle. You will have to monitor your water. Watch it go from no ammonia to high ammonia, and back down to zero again. That the short version of cycling. Gotta get beneifical bateria built up and the time varies between tanks due to bioload, temp, size, etc. I have heard of it being done in a week, but probally more like a month, depending.

can i use some pre-established filter, media, plants, and water from my tank and start the cycle that way? similar to a water change or you can say, transfering and moving most of my pre-established items to the new tank and let it cycle for about a week...

Using pre cycled media and filter is great way to jump start a cycle this is usually what ive always done. or if your like me who runs multiple filters on tanks i take media from an cycled established tank and put it in my new filter in my new tank. or you take out one of ur filters and run both with a new filter for about two weeks then put ur old filter back. plants or decor wont house alot of the beneficial bacteria u need. gravel or other substrate will though.
